BI nabs overstaying American who assaulted delivery rider in Cebu

An American who was caught on video berating and physically assaulting a delivery rider in Cebu City is now under the custody of the Bureau of Immigration (BI).
BI Commissioner Norman Tansingco said Monday that operatives of the bureau's intelligence division arrested Phillip Justin Bean, 43, inside his hotel room in Day-as, Barangay Zapatera, Cebu City on March 1.
A mission order was issued against the foreigner after an investigation revealed that he is already overstaying in the country for almost a year.
BI records showed that his last extension of stay was on April 7, 2022, thus he already overstayed his tourist visa by 11 months.

3월 1일 세부시 바랑가이 자파테라 데아스 지역에 위치한 자신의 호텔방에서 43세의 필리핍 저스틴 빈 이라는 미국인이 배달기사를 물리적으로 폭행한 혐의로 이민국 정보요원들에 의해 체포되었다.
조사 결과 그는 지난 2022년 4월 7일 이래로 비자 연장이 되어 있지 않아 관광비자를 11개월 초과해 체류하고 있는 것으로 드러났다.
필리핀 이민국장은 “그는 필리핀 사람을 언어적, 신체적으로 학대할 권리가 없다. 그의 행동은 그가 필리핀의 따뜻한 환대를 남용하고 있음을 보여준다. 그는 바람직하지 않은 외국인으로 마땅히 추방되어야 한다.”라고 밝혔다.
한편, 이민국은 해당 외국인이 체류비자는 물론 취업 허가도 없이 세부 시의 한 술집에서 일을 하고 있는 것으로 파악하여 불법 노동자로 간주했다.
그는 이민국 블랙리스트에 포함되어 영구적으로 필리핀 재입국이 금지될 전망이다.
